How about the restaurant near his apartment in Toronto? It was mentioned in
the Virtual Tour that Gillian referenced. If there are enough people talking
in the restaurant, you will get lots of cross conversations. Very Gouldian.
It's probably still in existence because I remember reading an article that
mentioned fans visiting it. (I was going to suggest the National Library of
Canada in Ottawa but realized that silence doesn't play well on the radio.)

By the way, I think this is a great idea. Good luck finding something
suitable. It seems that so many of the places either are privately owned or
have been demolished. Too bad, I'd like to make a "tour" myself one of these
days.
